I can't speak for the other beings in the universe, but if they exist, I expect they would exhibit a full spectrum of knowledge from total ignorance to full understanding of their particular environment. I have a gut feeling that the laws of physics are universal and that we all face the same obstacles and limitations. Among these are the speed of light and the nature of the photon.
