The Earthfiles site recently published five pages of Penniston's
download. Photos of the notebook pages show the handwritten 1's
and 0's, along with the translation into characters.

The translation appears difficult to justify. For example, the
interpretation starts out using 8-bit characters, then switches
to 7-bit characters, then back to 8-bit characters. Doing this
switch allows characters to appear that are interpreted to be
latitude and longitude. The characters are 520942532N and

In the above translation taken from the Ancient Aliens video, the
numbers are interpreted as concatenated degrees, minutes and
seconds. In the Earthfiles article, decimal points were inserted
to make 52.0942532N and 1.3131269W. The coordinates could just as
well have been something like 5.20942532N and 131.31269W since
the decimal points were invented.

Perhaps the decoders of the message assumed that Penniston had
made transcription errors that should be corrected if possible.
So they felt entitled to make arbitrary choices until they got
something that looked meaningful, i.e., the ambiguous number
sequences similar to latitude and longitude.

When the entire sequence is treated as a string of 8-bit ascii
characters (i.e., no switching to 7-bit ascii), we get the same
initial 20 characters. But there is nothing following that can
be understood as earth coordinates or complete words.
