Accelerators are used to accelerate charged particles (ions) which then interact with targets to produce neutrons. The neutrons are _not_ accelerated because being neutral they cannot be accelerated by electric or magnetic fields. It should be noted that when using fusion propulsion systems for deep space travel one uses reactions such as Deuterium-Helium 3 to produce very energetic charged particles and to minimize the number of neutrons produced.
