Unless you live in the MOA (you can look that up) then the military and particularly Raytheon - a publicly traded company - are subject to FAA rules outside of the MOAs. MOAs are also subject to time allotments. Mind you the air force can fly to and from MOAs through regular airspace as long as they have clearances but they can't train in civilian airspace.
