Maybe I'm just not au fait with the shortcomings of current
technology, but I'm amazed by this. Given the expenditure (and,
of course, 320 million will be an underestimate), I would have
thought that basic issues like 'control' would be settled during
design and simulation phases of the project, long before costly
prototypes were built and hurled halfway round the world.

I can't help thinking of an old Mamas and Papas song, Safe In My
Garden:

with a bottle in our hand
we don't care where it lands
we just throw it
