So the flight lasted 37 minutes, during at least the last 9
minutes at Mach 20. I'm guessing the craft had reached its
apogee a while before comm loss.

I've a nagging feeling there's more to the story than we've been
told. What if a bad actor has, or is developing such a weapon?
How would we test a defensive weapon against such a threat?

I still have that nagging feeling...
