If we are going to have to wait for a ufologist with the need-
to-know together with an appropriate security clearance, we are
going to be waiting for a very long time.

On the other hand, if a request for information is turned down,
and appealed through the Information Commissioner, the IC or one
of his agents then has the need-to-know _and_ the appropriate
security clearance to access the information and adjudicate on
the public interest vs. need for secrecy.

Indeed I did, also GCHQ is not covered under FoIA. I also
pointed out my rationale as to why they would have little if any
interest in UFOs.

It seems to me that I can contribute little more of any value to
this thread, I seem to be going round in circles, so I will bow
out and allow Nick Pope to take centre stage at this point, I am
sure that there is little variance between our views in spite of
other disagreements.
