Hi Joe,

At the risk of seeming obtuse I must repeat that the concealment
hypothesis is non-falsifiable... there's no use appealing to how
much effort you've expended, nor to how self-consistent or
exculpatory the material is that you have managed to uncover
thus far.

This can be applied disingenuously of course, as in the search
for WMD in Iraq, where it provided a convenient excuse for open-
ended intelligence gathering.

In the case of UFO-related data held by the governments of major
strategic powers, there are very plausible reasons to suppose
that potentially critical material is being withheld, regardless
of any particular government's level of concern regarding the
identity or origin of the UFO phenomenon itself.

Consider that the most sophisticated surveillance and tracking
systems on earth, themselves virtually unknown to the public,
are supporting covert defense programs, generating data that are
_inherently_ classified. Whatever anomalous phenomena they may
record will be withheld simply to conceal national technical
means... we need not postulate a conspiracy on the part of the
government to hide the existence of UFOs per se.

None of which necessarily conflicts with your assessment that
"MoD doesn't know and doesn't want to know what UFOs are",
although I must say that the first part would seem true by
definition, while the second would border on a pathology.
