I'm not a scientist, and I don't play one on TV, but I'll
certainly comment. The craft uses helium to generate neutral
buoyancy within the earth's atmosphere. It can not leave earth,
nor can it enter orbit. I'm not too clear how 'batteries and an
electric motor' generate ionization around the rim of the craft,
though I would _guess_ he's using magnetic induction to shape the
plasma for directional propulsion. How the 'electric motor' fits
in there ... dunno, it makes no sense to me (particularly since
the inventor is quoted as saying it uses no moving parts).

Let's assume its really using something like a plasma ion
thruster that NASA has been testing. In that case he's getting
something like a few hundred millinewtons of thrust per plasma
engine. It's not much. Further, he doesn't state what propellent
he's venting to push the craft (current NASA designs vent xenon
as the primary propellent).

So... upshot is that he's got a helium ballon and some
unconfirmed and poorly described 'plasma thrust' system, which
was invented by Russians in the 1960s or something. Given the
press release, I'm not ... uhhh _impressed._
