Hi Ray,

While I acknowledge that you labelled this "Speculation", I
think the very last conclusion is taking things a bit too far.
They are not a government agency, as you must know,

The one thing you can say for sure about them is that everybody
else tells them how they could be doing their job better than
they are doing. They get almost as much stick as we do. If Sagan
and Cohen and Stewart are correct, and they likely are, it means
that the onus on contact will be with our space bretheren and
will not happen by chance or through SETI's efforts.

From that one can conclude that SETI are irrelevant to the
contact scenario, possibly.
