Do the rejection letters give a reason for denial? Are they
"cookie cutter" responses?

Forgetting "rumors" for a moment, and "knowing" his interest in
SETI, one would think, given the opportunity to give  a
presentation, that he could be persuaded to comply with funding.
Perhaps he would be willing to fund UFO related projects in a
"not so public way?"

Best of luck Peter, and my advice if possible, would be to
target Allen directly.
