I've been suggesting for years that a Uniform International UFO
Reporting Standard be adopted (promulgated). Items that should,
have to, (must?) be included: (let's discuss)

1) Publish all the Q/A's sessions of the witnesses
(Audio/Video). Having to include the Q/A will accomplish
(capture) many desirable goals (qualities):

a) It will force the interviewer to be more careful on

b) It will remove the need for the reporter/investigator to
   criticize certain witness accounts because the witnesses
   will be speaking for themselves; We'll be able to evaluate
   their testimony for ourselves.

c) Cases will have/gain more credibility: We'll be putting the
  witnesses on center stage, where they rightfully should be
  over and over again.

d) There won't be continuous doubts about what a witness did
  or didn't say on such and such a date.

e) Any unanswered questions will become apparent.

f) Debunkers and Believers will have much less wiggle room -
   cases having true and reliable signals will emerge.

2) All the evidence needs to be presented, both positive and
negative: Allow the reader the ability to draw their own
separate conclusions in addition to (reporter/investigator) your
own ... to include: (data should be "visually" presented in some
uniform time line or flow)

a) Movement Vs Time diagrams (Map the "projected" movement on
  a plastic hemisphere and include appropriate time markings).

b) Movement Vs Light/Sound characteristics diagram (map to the

c) Triangulation calculations: size, distance, speed/velocity
   determination from which we may be able to extract
   acceleration determinations, etc.

d) Many more possibilities will become apparent, recognized, and
   understood, and eventually demanded or looked for...previuosly

3) Investigator's Conclusions: The investigator weighs in on the
  facts and presents his views.

4) Suggested areas for future analysis: Because of constraints
on time and money, many cases are incomplete. By suggesting
which areas to pursue, other investigators will know where to
pick up on the case ... everyone's time will be used more
efficiently and without all the wrangling and criticism.

5) The names of the witness should be included in a separate
report to be published after three years. If we can't persuade
witnesses to come forward in a timely fashion, the cases begin
to lose their cohesiveness. We must begin to stress the
importance of having witness names early on; They are the meat
of any case. Video interviewing should be encouraged at all
times ... in absence of names, video is a real good substitute
during the interim periods.

Without the consistent application of believable, accessible,
and fairly reported accounts, not much more will be gained by
the UFO community at large. Let's move away from the extremes
and adopt the attitudes more prevalent in the rational middle
ground. Let's collectively enforce upfront accountability too.
Let's finally have a means to classify, on some form of
hierarchical structure, which of the cases are more deserving
than others and why!

This is by no means a complete accounting of this suggestion.
Many more details are necessarily absent in the interest of
brevity. Therefore, I encourage everyone to participate so that
we may all contribute to it's development and use. I believe all
investigators, readers, and reporters alike must begin to
formulate the necessary thinking process in the filtering and
meaning being assigned to both data and testimony!
