Hi Tim

Bearden may be wrong (I know nothing about him or his ideas) but
in fact the 'machinery' appealed to by Bearden according to this
quotation is conventional. If you accept the reigning paradigm
of quantum mechanics then you are wrong to sneer at the notion
of virtual charges, and the dipole he describes is quite valid.
This is called vacuum polarization. Because the quantum vacuum
surrounding an electron (say) supposedly gives rise to virtual
particles of all possible kinds, including particles of opposite
charge, there is calculated to be a net concentration of these
opposite and attracting virtual positrons surrounding it, whose
influence will be to minutely alter the effective charge on the
electron. This difference can be measured, and it exists. It is
precisely equal to the one predicted by vacuum polarisation.

The transduction he refers to would seem maybe to have something
to do with the constraining of possible virtual em wavelengths
by the 'gaps' in the charge dipole. By acting to reduce the
number of _negative-energy_ modes in the vacuum the pairs of
particles contribute a net positive energy to the field. If this
is what he's getting at, then this is related to the Casimir
effect, and again it is well 'understood' in QED.

As for the electromagnetic potential going to infinity, this is
a basic requirement of an electromagnetic gauge theory of
massless gauge bosons, which is what photons are. So again this
is in itself a harmless statement.

Whether or not the theory that Bearden then launches from this
platform is a valid theory is obviously a different question.
