Hello Sir Richard!

I did a Google Search and found your article still up on the
cohenufo website! (please repair URL wrap)

http://www.cohenufo.org/UFO%20Waves-Role%20of%20NICAP%20by%20Richard%20Hall.htm

It looks like an exact reprint of your IUR article for Winter,
1999.

There is a good list of sightings in the article, which
indicates to me that UFO activity doesn't stop completely. In
fact these are some of the better cases out there.

What seems to stop is media attention, public reaction and the
inevitable onslaught of low strangeness and poorly witnessed
accounts.

I still feel that the wave phenomenon has some objective
validity, but its hard to gauge that in a frenzied atmosphere
with every boob, nut and charlatan crawling out of the woodwork.

IF the wave phenomenon is valid, then the trough or drought
periods must have some meaning as well. I'm not talking
psychology or sociology here, though we had best factor in those
matters as well.

Whoever or whatever is responsible for the more credible UFO
sightings during a wave, would presumably be doing something
else during a trough. I can't speculate what that might be, not
publicly at least. Maybe over a nice bottle of red wine. [burp!]

Best wishes

- Larry
