Elaborating on my previous post, I think that four likely
possibilities are as follows:

Some witnesses were visited by government or military personnel
carrying out perfectly legitimate Blue Book or UK Ministry of
Defence investigations into UFO sightings. Witnesses may have
been asked not to discuss their sightings with anyone else. This
might reflect a Cold War mentality. Alternatively, the
investigators may have been trying to avoid information getting
into the public domain, so that future witness testimony would
not have been contaminated by people being unduly influenced by
something they'd seen in the media. A polite but firm request
along these lines may then have been misinterpreted as something
more sinister.

Some witnesses may have been visited by unscrupulous journalists
or ufologists, trying to elicit details of UFO sightings by
posing as government officials. Such individuals might then tell
witnesses not to discuss the matter with anyone else, firstly to
cover their tracks, and secondly to maximise the chances of a
journalistic or ufological scoop.

Some witnesses may have been visited and threatened by 'Walter
Mitty' characters posing as government employees. There are
plenty of well-documented cases of bogus officials.

Finally, some claims of visits and threats are likely to be
false.
