You are missing the point of the third-hand account of the lecture:
The "one" case was simply Roswell.

 You are adding a lot of extra verbiage and making a big mystery
out of a very standard UFO subject these days, regardless of
what truth if any there is in the Roswell "case" (it depends on
whose "case" it is).

It does turn out the Roswell crash site is on US Govt property,
overseen by the Bureau of Land Mgt. Whether it has always been
BLM land or not, I do not know.
