At least one TRADOC-managed installation -- the U. S. Army
Carlisle Barracks in Pennsylvania -- recently has taken it upon
itself to impose a bar against its personnel's on-site accessing
of the Internet web site of http://www.militarycorruption.com .

As if that unconstitutional constriction of the free-flow of
vital public information weren't enough, the Carlisle command
has begun a lobbying campaign to have all TRADOC/Army elements
adopt the very same bar-to-access.

This specter of a broadened First Amendment violation of the web
site's freedom of speech/press, and of its audience's right to
receive that speech, prompts me to submit this letter as a
formal, written freedom-of-information request that you send me
a copy of the following records:

(1)  All TRADOC Headquarters-generated and TRADOC-HQ-received
records pertaining to Carlisle Barracks' bar-to-access against
the web site in question; doubtlessly, most of these records
reside in the TRADOC chief of staff's office, the TRADOC public
affairs office, and the TRADOC staff judge advocate's office.

(2)  All records -- including executive
correspondence/directives/analytical reports/policy
statements/public-affairs guidance -- pertaining to your
command's assessment of and endorsement of the proposed
TRADOC/Army-wide adoption of the Carlisle-originated bar-to-
access.

(3)  All documents listing the identity of all other TRADOC-
managed installations/facilities to which the Carlisle-
originated bar-to-access already has been exported and
activated.

(4)  All documents/reports/correspondence/e-mail identifying the
names and locations of any and all other web sites designated by
TRADOC Headquarters/Department of the Army as warranting a
TRADOC/Army-wide-imposed bar-to-access, and the stated rationale
for the bar's imposition in each case.

(5)  All TRADOC-HQ/HQDA standing operating procedures, policy
statements, Internet-management-information protocols, and
legal-affairs guidance on how/when/where/why to blacklist
certain web sites via imposition of a Carlisle-styled bar-to-
access.

Because of the obvious public-interest nature of the requested
records (as regards public understanding/oversight of your
command's policies/practices/activities), and in my capacity as
both a First Amendment scholar and as an independent writer
specializing in government-affairs/information accountability, I
hereby request that you waive all records-search fees incident
to your fulfilling this request.

Please note that I'm snail-mailing to you a signed printout of
this e-formatted letter.
