If I recall correctly Sightings arranged a meeting between the
Mantell's and one of the men who were on duty at the tower when
Maj. Mantell's plane crashed. Again, if memory serves, I think
he reported to them that what they witnessed, and what Mantell
chased, was a metallic disc.

I don't recall mention of anyone in the tower (at the time)
seeing a "balloon."
