Let me add another example of compartmentalization at very high
levels.

Historian Stephen E. Ambrose in his fascinating 1981 book 'Ike's
Spies: Eisenhower and the Espionage Establishment' on pages 240
and 241 talks of the 5412 committee chaired by MJ-12 member
Gordon Gray and including the Secretaries of State and Defense
and the DCI. No covert action could be taken without their
approval. These actions would not go before the full National
Security Council because "it was a whole big roomful of people".
