It can be viewed in its entirety at the link listed below. http://members.home.net/tlemire/ibconduct.html Although there are some points of the paper that I disagree with, it does show an interest in this phenomena by a reputable government employee and scientist. His hypothesis, if ever proven, could also narrow down our search, and help concentrate our efforts, in studying those cases that defy his hypothesis. Overall his work is interesting.
